Property owner Betsy Rich and Dave Marshall of Civil Engineering Associates appeared before the Development Review Board on May 4 for a pre-application conference on a subdivision proposal. Their plan is to subdivide the Rich property on the south side of Irish Hill Road and west side of Dorset Street into nine lots, which would accommodate eight new homes in addition to the existing residence.
Rich noted that the property is large enough to accommodate 13 homes, but she wanted to preserve open space and respect the character of the neighborhood. In the preliminary proposal, the new homes would be sited at the edges of wooded areas, thus largely screened from view. Marshall noted that approximately 1/3 of the property would be conserved as open space.
In responding to the proposal, Gail Albert, chair of the Natural Resources Committee, stated that she would prefer clustering of the homes if possible, given the natural features of the land, and recommended that a soil and forest assessment be done. She also invited Rich and Marshall to attend a meeting of the Natural Resources Committee for further discussion of the proposal. Rich and Marshall agreed to do so.
The DRB is likely to do a site visit once a formal Sketch Plan is presented for their consideration.
At the beginning of the meeting DRB Chair Mark Sammut congratulated the Planning Commission on their work on Form Based Code, which has been approved by the Selectboard. He said he was looking forward to the implementation and roll out of the proposal and working with the Planning Commission and staff to make it a successful major change in the zoning environment in Shelburne.
The DRB then elected new officers for the coming year. Mary Kehoe was unanimously elected as chair, with Mark Sammut as vice chair and Jeff Hodgson as clerk.
The DRB reviewed draft responses to the Selectboard reporting form on their accomplishments in the past year and goals for the coming year. They are scheduled to appear before the Selectboard on May 24, but Kehoe will request a date change because she is unable to attend that meeting.
In other business, the DRB approved:
A Design Review application filed by William Posey for a new single family 1½ story single-family home at 26 Fisher Place.
A Final Plan Application for re-approval of a minor subdivision of property owned by Bonnie MacGregor into two lots at 872 Falls Road. The application has previously been approved but McGregor had not filed all the final documents before the approval expired.
The next meeting of the Development Review Board will be held at 7pm on Wednesday, May 18 in the Municipal Center.
